A new payphone has been installed in Detroit's Woodbridge neighborhood and it's free to use.

According to Click on Detroit,

The phone is equipped with speed dial options, including to Detroit City Hall, emergency services and to other free payphones, in case you just need to chat.

Futel installs free public phones in areas they feel the population needs them,

At Futel, we believe in the preservation of public telephone hardware as a means of providing access to the agora for everybody, and toward that goal we are privileged to provide free telephone calls, voicemail, and telephone-mediated services. We do not judge the motivations of our users, or who they choose to call; if they don’t have someone to call, we can provide a presence on the other end. Denial of telephony services has long been a tactic used against undesirable populations, and our devices will counteract that. But more importantly, we will help to establish a new era of communication, one in which reaching out is not only desirable, but mandatory.

How rare is it to find a payphone or public phone in the United States of America these days?  Very rare according to CNN,

In 1999, you could still plunk a coin into one at 2 million phone booths in the United States. Only 5% of those are left today. About a fifth of America's 100,000 remaining pay phones are in New York, according to the FCC.

This is awesome.  As long as they don't bring back beepers.
